SMILE Payee Services, Inc. is a 501(c)(3) nonprofit organization based in Cleveland, Ohio, founded in 1998. It serves as a representative payee before the U.S. Social Security Administration, managing the benefits of people with disabilities and vulnerable adults. It is a regulated fiduciary role, with accountability obligations to the federal government.
Since 2026, SOMMA has supported SMILE as an external advisor in finance, technology and project structuring.

Technology evaluation and selection
Structured requests for information, comparison matrices with weighted criteria, and total cost of ownership modelling under different growth scenarios.
